Qazaq KURES RULES

These Rules cover the most important issues of refereeing and organizing competitions, work of the jury.

The Rules are designed for organizers, referees, coaches, as well as for a wide range of athletes.

The Rules are intended for mandatory compliance when organizing and conducting Qazaq Kures competitions.

These Rules are made in Russian, Qazaq and English languages.

In case if when explaining these Rules a difference of opinions arises, only the meaning of the articles provided in the original in Russian will be considered as correct.

Section 1. NATURE OF THE COMPETITION

Article 1. Nature of the competitions

  1. According to the nature competitions are divided into:
    • individual;
    • team competitions;
  2. The nature of competitions is determined by the Regulations on competitions in each case.
  3. Only personal results and places of participants in their weight categories shall be determined in individual competitions.
  4. In team competitions the teams meet with each other and following the results of these meetings places of teams shall be determined.

Article 2. Ways of conducting competitions

  1. Within each stage the competitions may be held in one of two ways:
    • circular, when each participant meets with everyone;
    • with elimination of the participants who got the number of defeats established by the Regulations.
  2. The procedure of meetings between participants (teams) is determined by the random draw and the chosen system and the way of conducting competitions.

Section 2. EQUIPMENT OF COMPETITION PLACES

Article 3. Carpet

  1. The carpets shall be used for Qazaq Kures competitions and their sizes shall be 12x12 m.
  2. It is necessary to ensure that the space around carpet is open, convenient for free and unimpeded movement and successful conduct of the competition. To avoid possible injuries there should be no foreign objects around the carpet at a distance of 2 meters. Spectators should be no closer than 3 meters away from the carpet.
  3. The process of wrestling on the carpet shall be recorded by video shooting.
  4. The entire carpet surface shall be covered with a blanket of strong soft material or synthetic material without coarse seams (Annex 1). The blanket is tightened and firmly fixed. It should be disinfected.
  5. Two opposite corners of the carpet are marked red and blue (to the left of the referee table – red, to the right – blue).
  6. Suitability of carpet and equipment for competitions shall be determined by the chief referee, doctor and representative of the organization conducting competitions. The carpet suitability shall be fixed in a special Acceptance Act (Annex 2).

Article 4. Competition equipment

  1. The sound signal can be of any system, but shall have an enough loud sound.
  2. The weighing scales shall be calibrated.
  3. Stopwatches (electric stopwatches) shall have a device for their stop and start without dropping minute and second indications until the end of wrestle.

Article 5. Requirements to competition places

  1. When conducting competitions in the room, the temperature shall be from +15 to +25 degrees Celsius.
  2. When conducting competitions in the open air, the temperature shall be from +15 to +25 degrees C. The carpet should be protected from direct sunlight.

Article 6. Electronic scoreboard (for evaluation)

  1. For information of spectators and participants about the wrestle, an electronic scoreboard or a simplified shield which shall demonstrate the assessments received by wrestlers shall be installed next to the jury table.

Section 3. PARTICIPANTS OF COMPETITIONS

Article 1. Age groups of participants

Participants of competitions are divided into the following age groups:

In the group of juniors and adults (men and women), competitions may be held for the title of an absolute champion without dividing participants into weight categories. Duration of wrestle shall be up to 5 (five) minutes.

Article 2. Admission of participants to competitions

  1. Terms for admission of participants to competitions, their athletic membership, qualifications and opportunities, as well as the list of submitted documents shall be stipulated in the Regulations for competitions.
  2. An application of the organization for its members’ participation in competitions shall be drawn up in accordance with the established form (Annex 3) with mandatory availability of stamped signatures of the organization head, trainer and doctor certifying the respective preparedness of participants.
    The deadline for submitting preliminary applications shall be indicated in the Regulations for competitions.
  3. Admission of participants shall be carried out by the commission consisting of the representative of conducting organization, the chief referee or his deputy, the chief secretary, the head physician and members of the commission who check applications and documents of the participants for compliance with requirements (Annex 4).
  4. At the doctor’s discretion the athlete may be suspended from competitions for medical reasons before weigh-in, whereof the record shall be made (Annex 4).
  5. Admission of participants shall be carried out according to the Regulations for competitions.
  6. Athletes who have reached the age of 18 have the right to compete among adults.

Article 3. Weighing of participants

  1. The weighing procedure is intended to establish the compliance of the participant's weight with the limits of one of the weight categories. The competitor has the right to compete in these competitions only in the weight category that is set for him during weighing (except for the absolute weight category).
  2. The procedure and time of weighing of the participants of competitions shall be specified in the Regulations. A wrestler who is late or does not appear at weigh-in shall not be allowed to compete.
    Within 1 hour prior to the beginning of the weigh-in procedure, the participants are given the right to control checks on the scales on which the official weigh-in will be carried out.
    Weigh-in is carried out once on the first day of the competition or the day before. If the weighing is carried out on the day of the competition, it starts at least 3 hours before the start of the competition.
    It is allowed to use several weights for weighing, while participants of the same weight category must be weighed on the same scales.
  3. Weighing procedure shall be carried out by the team of referees approved by the order of the Secretary General of the International Association on recommendation of the chief referee, and this team which includes: deputy chief referee (one of the leaders of the carpet), a representative of the competition secretariat, a doctor and two or three referees.
  4. Before weighing, all participants shall undergo external medical supervision at the competition doctor.
    Participants are weighed semi-naked in a special room or behind a screen: men – in swimming trunks, women – in open-air swimsuits.
  5. When weighing a participant shall provide a document with a photograph that certifies his identity, insurance, medical control card.
  6. In case of a short weigh (excess weight) of the athlete, the time for weight reduction is not given. In this case, the athlete will not be allowed to compete (Annex 4).
  7. The weighing results are recorded in the protocol (see Annex 4), which is signed by all members of the team.

Article 4. Rights and obligations of participants

  1. The Participant is obliged to:
    • strictly comply with the Rules and Regulations for competitions;
    • fulfill the referees’ requirements;
    • immediately appear on the carpet at the request of the jury;
    • if it is impossible to continue the competition for any reason, immediately inform the jury about this;
    • be correct in relation to all participants, judges, persons conducting and serving the competitions, as well as in relation to the audience.
  2. The Participant has the right to:
    • make an appeal to referees through the representative of their team;
    • during personal competitions (in case of absence of the representative) to apply directly to the chief referee;
    • control his weight on the official weighing scales1 hour before the start of weighing procedure;
    • timely receive the necessary information: on the course of competitions, the program of competitions, changes in the program of competitions, the composition of pairs of the next round, the wrestling results, etc.;
    • use 3 minutes to receive medical care in one wrestle.

Article 6. The Participant’s outfit

  1. Jacket:
    The jacket consists of two parts. The wrestler's jacket is sewn in such a way that it completely covers the hips like chapan.
    There are two holes on each side of jacket at the level of the belt for passing the belt.
    There is a border of blue or red in front and behind on the collar of the jacket to the hem, along the edges of the sleeves, from the shoulders to the level of belt.
  2. Shorts:
    The wrestler's shorts are made of a light, strong cotton white material. Shorts should be the same color as the jacket, they have a one-piece belt and an inner lace that goes out at the sides and is tied in front. The shorts length should be below the knee joint. There should be a space of 10-15 cm between the leg and the shorts leg.
  3. Belt:
    The belt should be red or blue. The belt should be long enough to wrap the wrestler dressed in the jacket twice; a belt of blue or red color should be made of dense cotton material.
    The belt width should be 4 cm - 5 cm, the belt length should encircle the body twice.

Article 7. Representatives and coaches of teams

  1. A representative (leader) of the team is the mediator between the jury and participants nominated by this organization. If the team does not have a special representative, the coach shall fulfill his responsibilities. If there is no representative of the coach, the team shall be represented by the captain.
  2. The representative is responsible for the team members discipline and ensures their timely appearance at the competitions.
  3. The representative participates in the draw, attends meetings of the jury if it is held jointly with the representatives.
  4. The representative has the right to apply to the chief referee with an oral and written protest based on a reference to the Article and the paragraph of the Rules.
  5. The team representative or the coach is not allowed to interfere in decrees of the referees and persons conducting competitions.
  6. The representative during the competition must be in place, specially reserved for representatives.
  7. The representative (coach) of the team cannot be simultaneously the referee of these competitions.
  8. For non-fulfillment of his duties, the representative may be suspended from participation in competitions with his expulsion outside the venue of the competitions.

Section 4. THE JURY

Article 8. The Jury compositions

  1. The Jury composition shall be approved by the General Secretary of the Association.
  2. The Jury includes: the chief referee, deputy chief referee, head of carpet, chief secretary; referees – arbitrators, side referees, timekeeper referees, secretaries, informers, participant team referees participants, doctors
  3. The wrestlers are judged by a judging panel composed of: head of carpet, arbitrator, side referee, timekeeper referee, technical secretary and informer.
  4. A member of the judging panel who is a close relative (Annex № 8) of an athlete participating in the competition must submit a report to the Chief Referee of the competition before the drawing of athletes with relevant information on kinship relationship.
  5. During placement of the judging panel the Chief Referee has no right to admit a judge who is a close relative of the athlete to the wrestle.
  6. The wrestlers’ actions during the wrestle are judged by a neutral referee three: the head of carpet, the referee and the side referee. Each of them makes a decision to assess the wrestlers’ actions independently and when analyzing protests and disputable moments they are obliged to argue their actions using the relevant provisions of the Rules.
  7. The referee’s position shall be taken by a person who has the documents confirming refereeing sports competitions corresponding to the Rules of competitions.
  8. The referee shall have a referee’s uniform and the Rules of competitions.
  9. The referee's uniform consists of black T-shirts, gray trousers, black socks and bracelets on both hands (red and blue).

Article 9. The Chief Referee.

  1. The Chief Referee shall be appointed by the Order of the General Secretary of the International Qazaq Kures Association.
    The Chief Referee shall be a person who has certificates confirming refereeing of sports competitions corresponding to the Rules of competitions.
  2. The Chief Referee shall be in charge of competitions and is responsible for their conduct in accordance with these Rules and Regulations to the organization conducting the competitions.
  3. The Chief Referee is obliged to:
    • check the readiness of premises, equipment, inventory to competitions together with the Sports and Technical Committee, draw up the Competition Venue Acceptance Report (Annex 5, protocols, acts, etc.), and also ensure that the necessary documentation is available;
    • appoint referees for weighing procedure;
    • carry out drawing procedure among participants;
    • approve the schedule of competitions;
    • one hour before each day of competitions complete the judging panels for wrestles;
    • hold meetings of the jury with the participation of team representatives before the commencement of competitions (to announce the Program and the procedure of the jury’s work) and every day after their termination (to discuss the progress of competitions, the day results), and also when it is required during the competitions;
    • take all measures to exclude, and if necessary, correct mistakes made by the referees;
    • make a timely decision on applications and protests received from representatives (coaches, captains) of teams in accordance with Article 25;
    • approve the composition of the pairs in finals and appoint teams of referees for their conduct;
    • to assess the work of each member of the judging panel (taking into account the opinion of his immediate supervisor) on a five-point system
  4. The Chief Referee has the right to:
    • cancel competitions, if at the beginning of competitions the venue, equipment or inventory does not correspond to the Rules;
    • interrupt the wrestle, arrange a break or stop the competition in case of unfavorable conditions that interfere with the normal conduct of competitions;
    • make changes in the Program and schedule of the competition, if there was an urgent necessity for it;
    • change the referees’ functions during the competition;
    • suspend referees who committed serious mistakes or fail to fulfill their duties, having noted this in the report and notified the Jury of the relevant Association about this;
    • make a warning (or suspend from fulfillment of duties) to the representative, coach and captain of teams who committed rudeness and started arguments with referees, as well as filing unreasonable protests (Annex 7, Act of suspension);
    • delay the announcement of assessment of the technical action or result of wrestle if the opinions of referees diverge, and also, if he does not agree with their decision, for additional discussion and making final decision;
    • announce the final decision on assessment of technical action or result of wrestle in a disputable situation if the opinion of the Chief Referee is supported by one of three referees;
    • change the sequence of meetings in the final, if necessary.
  5. The Chief Referee has no right to change the Regulations of competitions, and also remove or replace the referees during the wrestle.
  6. Orders of the Chief Referee shall be obligatory executed by participants, referees, representatives and coaches of teams.
  7. Under instructions of the Chief Referee, his deputy or one of the heads of the carpet may perform his functions at competitions.

Article 10. The Chief Secretary

  1. The Chief Secretary is appointed by the order of the General Secretary of the International Qazaq Kures Association on the proposal of the Chief Referee of the competition.
    The Chief Secretary shall be a person who has a secondary (complete) general education in the field of physical culture and sports, at least 1 (one) year of work experience in the field of sports.
  2. The Chief Secretary shall superintend the work of the Competition Secretariat.
  3. The Chief Secretary:
    • is a member of the commission and team of judges at the weigh-in;
    • participates in drawing procedure;
    • draws up the Program and schedule of competitions;
    • keeps the records of competitions;
    • pairs wrestlers according to circles;
    • controls registration of the wrestle protocols;
    • draws up orders and decisions of the Chief Referee;
    • submits the results of competitions to the Chief Referee for approval and the necessary data for the final report;
    • gives information to representatives, commentators and correspondents with the permission of the Chief Referee.
  4. In order to assist the Chief Secretary, his deputy shall be appointed – one of the secretaries.

Article 11. The Head of the carpet

  1. The head of the carpet during the refereeing shall be at the judges' table and supervise the work of the judging panel.
  2. The head of the carpet:
    • shall call to the carpet and present the wrestle participants, and also announces its result (in case of absence of the commentator);
    • assesses the actions of wrestlers and situations accompanying this with established gestures and taking into account the opinion of the majority of the judging panel, announces the final decision;
    • if necessary or in case of significant discordance of opinions of the judging panel stops the fight and makes a final decision after additional discussion of the disputed situation;
    • during the wrestle writes down the technical actions and warnings announced by the head of the carpet into the corresponding columns of the judicial protocol. At the end of the wrestle, he sets the score and time of the wrestle and announces its result, after which he writes down the result in the protocol.
      When the wrestler does not go to the fight, he shall be suspended from the competition. Depending on the reason either “n/a” (non-appearance) or “medical reason” (suspended by the doctor) shall be recorded next to the wrestler’s surname, and a victory result shall be recorded to his opponent due to the suspension of the opponent prior to the wrestle).
      In case of an early termination of the wrestle, the protocol shall record its net time. On the left of the wrestler's name the time spent on providing medical assistance shall be recorded.

Article 12. The Arbitrator

  1. The Arbitrator being on the carpet and using the means of judicial signaling (terms and gestures) shall direct the wrestle, assess the methods, actions and positions of wrestlers and ensure that the wrestle is held in strict accordance with these Rules.
  2. The Arbitrator:
    1. participates in the presentation of wrestlers;
    2. gives a signal about the beginning of the wrestle and its resumption in the rack on the middle of the carpet after wrestle breaks;
    3. suspends the wrestle:
      • if the wrestlers are in an “outside the carpet” position,
      • if one of the wrestlers needs medical assistance accompanying this with a “Stop” gesture,
      • if there is a disorder in the wrestlers’ uniform,
      • if the wrestler has violated the Rules or carries out prohibited actions and it is necessary to declare “Warning” to him,
      • at the request of the head of the carpet,
      • at the request of the side referee, if the Arbitrator considers this possible at that moment,
      • at the request of the wrestler, if the Arbitrator considers this possible at that moment,
      • if he needs advice in cases not provided for by the Rules;
    4. stops the wrestle in advance:
      • if the clean throw performed by the wrestler during the wrestle is assessed by two judges out of,
      • if there is a clear advantage of one of the wrestlers during the wrestle,
      • if a decision is made to suspend the wrestler from the wrestle or to disqualify him;
    5. gives a signal for the end of the wrestle;
    6. raises the winner's hand when announcing the wrestle result taking both participants by the hands in the middle of the carpet.

Article 13. The Side Referee

  1. The Side referee shall stand near the carpet opposite the referee's table. If necessary, he may get up from his place and come closer to wrestlers moving along the far edge of the carpet in order to better see the situation that has arisen.
  2. The Side Referee shall independently evaluate the actions of wrestlers signaling his assessments with established gestures.
  3. In all cases when, in his opinion, it is required to interrupt the wrestle, the Side Referee shall make a corresponding gesture to draw the arbitrator’s attention and point out to him some moments of the wrestle.

Article 14. The Timekeeper Referee

  1. The timekeeper referee is at the head of the carpet table. He leads the countdown of the wrestle, gives a signal about the end of the wrestle.
  2. The timekeeper referee shall fix the delay on the stopwatch with the wrestler's exit on the carpet after the first call and announces time after the first and every subsequent 30 seconds.
  3. During a break in the wrestle, the timekeeper referee following the “Stop” command of the arbitrator or order of the head of the carpet shall stop the stopwatch and start it again at the referee’s command “Start”, counting the net time of the wrestle.
    If the fight is interrupted due to the wrestler’s injury, the timekeeper referee following the “Stop” command of the arbitrator shall launch another stopwatch and after each minute announces the time used by the wrestler to receive medical assistance.

Article 15. Informer, commentator

  1. The informer of the carpet shows assessments of the wrestlers’ actions in the wrestle using the electric scoreboard or demo board after the head of the carpet announced them.
  2. The commentator announces the Program and the procedure of competitions, presents participants of the next wrestle, gives sports characteristics, explains certain provisions of the Rules of competitions and announces the result of each wrestle upon the permission of the Chief Referee. If competitions are held simultaneously in two rooms, they are served by two commentators.
  3. Depending on the nature of the information equipment, it is allowed to combine the work of the timekeeper referee and the informer or technical secretary and informer
  4. In case of absence of the commentator, with the permission of the chief referee, the heads of the carpets can represent the judging panel, call to the carpet and represent the next pair of wrestlers, during the wrestle announce appraisals of techniques, and after its end – the result.

Article 16. The team referee

  1. The team referee is obliged:
    • before commencement of the competition, check the availability of wrestlers participating in the given day of the competition and conformity of the suit with requirements of these Rules;
    • to acquaint the participants with the Program and the schedule of competitions;
    • to warn the wrestlers about the order of their access to the carpet;
    • to inform the chief referee or the head of the carpet about non-attendance and suspension of participants from the competition.

Article 17. Doctor at the competitions

  1. The doctor at the competitions renders medical services on the basis of a contract for the provision of reimbursable / non-refundable services.
  2. The doctor at the competition is a member of the jury as deputy chief referee for medical issues and takes part in its work.
  3. Doctor at the competition:
    • is included in the commission for acceptance of the competition venue;
    • checks the accuracy of registration of applications, availability of a doctor's visa there to admit participants to the competition;
    • is present at the weigh-in, conducts medical control (external inspection, etc.) of the participants;
    • monitors compliance with sanitary and hygienic requirements in the competition venues;
    • carries out medical examination and observation of participants during the competition;
    • provides medical assistance to wrestlers directly on the carpet, makes a conclusion about the possibility or impossibility of continuing wrestle or competition with them, immediately notifies the chief referee of the competition and submits an appropriate certificate to the secretariat;
    • at the end of the competition, submits a report on the health service support of the competition indicating cases of illness and injuries.
  4. . In case of an accident at any time during the competition, doctors should be prepared to intervene and decide whether to continue the competition or stop it.
  5. If the specialist who provides medical assistance believes that the continuation of competition may be dangerous for one or the other wrestler, then he is entitled and obliged to stop the wrestle at any time through the management board of the competition. The doctor can also declare that one or another wrestler is unable to continue to participate in the competition and will soon stop the wrestle.
  6.     Explanation:
    In case if the wrestler made deliberate actions during the wrestle (inflicted banned tricks) that caused injuries to the opponent and the injured opponent did not appear on the carpet (for a further wrestle), then the wrestler who committed the violation shall be disqualified from further competition.

Article 18. The Sports and Technical Committee

  1. Exercises control over the general readiness and conduct of competitions in Qazaq kures.
  2. Duties of the Committee:
  3. Monitors the operation of tools and technical equipment (video camera, laptop, TV, etc.);
  4. Carries out the procedure of weighing athletes and drawing lots.
  5. Manages the course of the competition.
  6. Controls the general procedure of the competition.

Article 19. Types of referees’ penalties.

In case of errors, the following measures of punishment are applicable to the judicial panel:

  1. Making a warning;
  2. Exclusion from competition (disqualification);
  3. Temporary suspension;
  4. Decrease in the rank of the judicial panel’s member;
  5. Full suspension from the refereeing practice.

Section 5. The wrestle

Article 20. Invitation to the wrestle

  1. The wrestlers are called out to the carpet loudly. However, with valid reasons, in case of the wrestler’s delay to his first fight in the first round, the wrestle can be postponed for a time up to 2 minutes. After the announcement of names and invitations, the wrestler according to the color of his jacket becomes either on the left or on the right side of the carpet.
  2. To introduce themselves, wrestlers bring their right hand to their left breast and bow by banding their heads toward the refereeing and spectators.
  3. Athletes before the wrestle greet each other in the form of Amandasu. Amandasu is greeting to each other with a handshake and clasping each other twice
  4. After the referee’s signal on the carpet the wrestlers come out to the center of the carpet. After the “Start” command they start the wrestle.

Article 21. Suspension/termination and resumption of the wrestle

  1. The wrestle shall be suspended in the following cases:
    • in case if wrestlers go beyond the carpet limits;
    • if the wrestlers conduct the wrestle inactively (slowly) and show passivity (“Warning”);
    • violation of these Rules and Regulations.
      Suspension of the wrestle is made by the Arbitrator with the words “Stop” making gestures with his hand, raising his right hand directly in front of him to the level of the shoulder joint with an open palm forward.
      Continuation of the fight is made by the Arbiter, voicing the command to the wrestlers “Start”.
  2. The wrestle shall be terminated in the following cases:
    • in case of a clear victory or a victory in view of a clear advantage;
    • upon receipt of the fourth warning;
    • ends after expiration of the wrestle and the signal meaning the end of the wrestle.
      The wrestle shall be stopped by the Arbitrator with the words “Stop” making gestures with his hand, raising his right hand directly in front of him to the level of the shoulder joint with an open palm facing forward.

Article 22. Showing inactivity

Definition of inactivity signs:

  • unable to hold any of the permitted techniques for a relatively long time (from 30 seconds to 1 (one) minute, at the discretion of the referee);
  • is limited only by blocking the opponent's techniques with the help of his natural physical strength without taking any active actions;
  • going outside the carpet without carrying out techniques;
  • displacement of the opponent out of the carpet without conducting any techniques;
  • kicking without affecting the balance;
  • stand facing the opponent for 5-10 seconds without taking the reception;

Article 23. “Warning”

  1. When grabbing the bottom of the opponent's jacket and in case if he takes off your belt, a warning is issued to him (Eskertu).
  2. In case if the wrestlers’ movements do not correspond to the generally accepted and active methods of wrestle;
  3. When determining the passivity of their actions;
  4. In case of the intentional removal of the belt;
  5. During the wrestle;
  6. In case of leaning the opponents by his hands (direct hand) – the wrestle shall be terminated and the corresponding opponent shall be warned (Warning).
  7. In case of repeated violation, a second strict warning shall be issued (Warning). In order not to miss this case from attention, it is entered in the protocol.
  8. During the fight, to indicate doubts about the correctness of the conduct of competitions the wrestler's coach raises the kamcha, expressing his displeasure, or by trowing the kamcha on the middle of the carpet he can express his disagreement with the judge's assessment.
  9. In such cases, if after watching the video replay or after the intervention of the chief referee, the coach's doubts are not justified, then the athlete shall be warned, and the “BUK” rating will be posted to his opponent
    1. I - warning – “BUK”
    2. II - warning – “Zhambas”
    3. III - warning – “Jartlai”
    4. IV - warning – “Suspention from the wrestle”

Article 24. General Rules for Prohibited Techniques

  1. During the wrestle, it is not allowed to use techniques of fights, head strikes, strangulation, as well as techniques that are dangerous for life of the opponent that may lead to fractures of legs and arms.
  2. If during the wrestle a wrestler uses a prohibited technique, his actions are considered as illegal, and he shall be suspended from the wrestle and the victory shall be awarded to the opponent.
  3. During the wrestle, coaches, wrestlers who used brute force, as well as who outraged referees shall be suspended from competitions for a period of 1-3 years by the decision of the International Qazaq Kures Association.
  4. Coaches who interfered in the work of referees shall be temporarily suspended from the competition.

Article 25. Complaints / protests

  1. The team leader / representative has the right to send the following protests on refereeing:
    1. During the wrestle – throwing the kamcha on the middle of the carpet;
    2. After the wrestle, submit a written protest indicating gross violations of these Rules to the Chief Referee, which occurred in the opinion of the representative / team leader while wrestling.
  2. During the wrestle, to indicate his doubts about the correctness of a particular technique, or expressing his disagreement with the referee’s assessment, the representative of the athlete's team shall throw the kamcha on the middle of the carpet.
    1. In such a case, if after watching the video replay or after the intervention of the chief referee, the coach's doubts are not justified, then the athlete shall be warned, and the “BUK” rating will be posted to his opponent.
    2. The team representative may throw out the kamcha and express his protest/disagreement only twice during one wrestle.
  3. In case if the team representative does not agree with the decision of the judging panel despite the video replay (s), he has the right to file a written protest after the end of the wrestle (Annex № 6).
    1. The protest shall be submitted in writing by the team representative to the Chief Referee of the competition directly, within the maximum of 15 minutes after the end of the wrestle, indicating the violation of the article and the paragraph of these Rules that occurred in the opinion of the representative / team leader during the wrestle;
    2. The representative / team leader has the right to submit a written protest only once in one day of the competition, regardless of the number of athletes of this team participating in this day.
    3. After filing a written protest, the Chief Referee is obliged to consider this protest within 10 minutes (maximally) and make a final decision.
    4. Upon receipt of the written protest the Chief Referee is obligated to ensure the possibility, without prejudice to the athlete whose team representative has filed the protest, to continue the competition if the protest is satisfied by the Appeal Commission.
    5. If the protest is satisfied, and this decision affects the results of the wrestle, the commentator shall announce the result of consideration of such protest.
    6. The written protest shall be necessarily considered by the Appeal Commission headed by the Chief Referee of the competition, or his deputy with the involvement of additional three judges who did not participate in refereeing of the disputed wrestle in the total number of 4 people, and with the participation of representatives (not less than one) of the competition organizer without the right to vote.
  4. The competition organizer shall approve the list of persons participating in the Appeals Committee (at least three people) one day prior to the commencement of the competition.
  5. In case of equality of votes while making the decision on satisfaction or refusal of the protest, the voice of the Chief Referee / his Deputy is decisive.
  6. The competition organizer involved as an observer for protest hearing, in case of dissenting opinion, has the right to send a report to the Disciplinary Committee of the International Association with an expression of dissenting opinion on the appeal accepted by the Appeal Commission with enclosure of video materials, as well as other materials.
  7. If any protest is satisfied, the referee team who has refereed the disputed fight, may be removed from further refereeing of competitions by the decision of the Chief Referee.
  8. At the same time, the Chief Referee shall send an official report to the Disciplinary Committee of the International Association for taking appropriate measures.
  9. Upon receipt of a report with a special opinion from the representative (s) of the competition organizer to the Disciplinary Committee, the latter is obliged to consider the submitted materials with the participation of the General Secretary of the International Association. In case if the Disciplinary Committee decides that the Appeal Commission has adopted a decision that does not comply/contradicts these Rules, the Disciplinary Committee, in agreement with the General Secretary of the International Association has the right to suspend the Chief Referee from further competitions conducted under the auspices of the International Association, and his members for term of life or for a certain period of time.

Article 26. Evaluation of techniques and wrestle results

  1. Athletes compete standing in Qazaq kures. You cannot keep your feet, but you can apply techniques with your feet. It is not allowed to use techniques sitting on the knees. When using other techniques, involuntary touch of the knee, hands of the carpet is considered as a violation of the rules. If, during a fall or a throw through the chest, the thigh, there is a touch of the wrestler this shall not be considered as a violation of the rules. The corresponding points are given to the wrestler who applies the techniques.
  2. “Buk” is a technique as a result of touching the arm, abdomen, and knee. “Buk” is pronounced aloud. In the protocol it is designated as “B”. In case of an equal wrestle, the victory is given to the wrestler with the highest score for “Buk”.
    “Buk” is scored up when during the technique wrestler touches the stomach, arm, knee, and all ends with the touch of the carpet by the knee of one of the wrestlers. (One “Eskertu (warning)” is equal to the assessment of “Buk”, three “Buk” are equal to the “Zhambas” assessment).
  3. “Zhambas” is a technique as a result of touching one or both hips. “Zhambas” is a technique as a result of touching one or both hips or when receiving three “Buk”.
    “Zhambas” is pronounced aloud. In the protocol it is designated as “F”. Two “Zhambas” are equal to one “Zhartylai zhenis”. Two “Zhambas” + “Zhartylai zhenis” are considered as a victory with a clear advantage. Four “Zhambas” are considered as a victory with a clear advantage.
    In case if two “Eskertu” are available, “Zhambas” scores shall be counted.
  4. “Zhartylai zhenis” is a technique as a result of touching the carpet with one shoulder blade and one side.
    “Zhartylai zhenis” is scored when one of the wrestlers makes the opponent to touch the carpet with his blade and one side.
    “Zhartylai zhenis” is pronounced aloud. In the protocol it is designated as “ZhZh”. Two “Zhartylai zhenis” are considered as a victory with a great advantage.
    After three “Eskertu” “Zhartylai zhenis” is scoped.
  5. “Taza” is a technique when the opponent touches the carpet with both shoulder blades.
    In the protocol it is designated as “Taza”. After three “Eskertu” “Taza” is scored.
  6. “Eskertu” is a sign used in case of passivity of wrestlers. “Eskertu” is pronounced aloud. “Eskertu” is scored when the wrestler touches the carpet with the right or left shoulder.

Article 27. Determination of the meaning of techniques.

When the wrestling is over, and during the procedure of determining the winner, the following techniques are determined:

  1. victory with a slight advantage;
  2. victory with advantage (B) – this victory is denoted by the sign “Eskertu” (E), “Zhambas” or “Zhartylai” during the wrestle;
  3. victory with a clear advantage, this victory is given until the end of the main time of the fight, when one of the wrestlers receives 4 “Eskertu” “E”, two “Zhambas” or “Zhartylai”;
  4. Taza – this victory is scored until the end of the main time of the wrestle when:
    • one of the wrestlers falls on both shoulder blades;
    • in case of suspension from the competition;
    • when declaring a specific doctor's report;
    • one of the wrestlers is injured, and the time of rendering assistance exceeds three minutes;
    • the opponent did not appear at the carpet.

Explanation:

  1. If the wrestler whose name is announced does not appear at the carpet, then he is suspended from the competition, and no place is awarded to him.
  2. During the wrestling it is forbidden to talk, throw your opponent with head, stifle him with any technique, press your opponent's nose and mouth, and thus prevent breathing, scratch, bite, hit, hold fingers, twist arm joints in the opposite direction, kick legs.
  3. When the wrestler is injured, providing the further continuation of the competition he is not awarded any place.
  4. If the wrestler reaches the final, but according to the results of the special conclusion of the doctors he is forced to stop wrestling in the future, he is awarded a place in accordance with the results received during the competition.
  5. If both wrestlers are suspended from the finals for being rude, no place is awarded to them.

Article 28. Special provisions

  1. The techniques carried out while sitting are not taken into account and are not assessed;
  2. The techniques carried out while lying are not taken into account and are not assessed;
  3. The techniques made from knee or through knees are not taken into account and are not assessed;
  4. The techniques made from the floor are not taken into account and are not assessed;

Article 29. “Beldesu”

After the end of regular time, if no winner is chosen during the main time, an additional 3 (three) minutes of “Beldesu” shall be given.

In case of “Beldesu” athletes stand in a special stance holding each other by the belts, while the athlete in the red corner has the advantage of making a capture first.

Ensuring the capture, as well as the wrestling itself occurs with the participation of three referees on the carpet.

The wrestle begins only when both athletes have captured each other mutually and after the referee’s command “Basta”.

The winner is determined if:

  1. One of the athletes released the capture from the opponent's belt, the victory is given to the opponent;
  2. Application of the technique, while the athlete carrying out the technique should not unclasp both hands from the opponent's belt, the victory is given to the athlete who made the technique;
  3. As a result of the opponent’s actions when a part of the body (arm, knee, thigh, scapula, belly) touched the carpet, the victory is given to the opponent;
  4. The warning “Eskertu” was made, the victory is given to the opponent;
  5. when one of the athletes leaves the carpet, a victory is given to the opponent.

Explanation:

If the above mentioned techniques are not used, then the wrestler with the lowest weight wins.

Article 30. Scoring procedure

The first warning is declared as “Birinshi eskertu” – and correspond to the point “Buk”

The second warning is declared as “Ekinshi eskertu” – and correspond to the point “Zhambas”

The third warning is declared as “Ushinshi eskertu” – and correspond to the point “Zhartylai”

The fourth warning is declared as “Tortinshi eskertu” – and correspond to the point “Taza”

“Buk”

Three “Buk” are declared as “Ush buk” – and correspond to the point “Zhambas”

Six “Buk” are declared as “Alty buk” – and correspond to the point “Zhartylai”

Nine “Buk” are declared as “Togyz buk” – and correspond to the point “Zhartylai” and “Zhambas”

Twelve “Buk” are declared as “On eki buk” – and correspond to the point “Taza”

“Zhambas”

Two “Zhambas” are declared as “Eki zhambas” – and correspond to the point “Zhartylai”

Three “Zhambas” are declared as “Ush zhambas” – and correspond to the point “Zhartylai” and “Zhambas”

Four “Zhambas” are declared as “Tort zhambas” – and correspond to the point “Taza”

The Wrestling Covering “Master Lux”. Dimensions: 12х12 m, Density - 650 gr./m2, UWW standard.

Colors according to UWW regulations: blue with central circles of orange and dark blue. Covering for the wrestling carpet is 12,5x12,5 m made of reinforced PVC fabric with a density of 650 g/m2. Circles are made of colored PVC welded by a temperature - component method providing a special strength of the seam, inside the dark blue field there is a central circle with a diameter of 1 m, with a line thickness of 10 cm. To fix the coating to the mats along the perimeter, “Velcro” tapes are provided. PVC fabric with a specific gravity of 650 g/m2, tensile load – L – not less than 110 in the longitudinal and 85 in the transverse direction.
